To license an organization, established regulations have to be met to ensure the organization meets the minimum standards in order to protect public health and safety. An on-site inspection has to be done to determine if a facility has met minimum safety and health standards. The maintenance of licensure is usually an on-going legal requirement for a healthcare facility to continue delivering healthcare.
Certification on the other hand in a voluntary process in which an authorized body (either governmental or non-governmental organization) recognizes and evaluates a healthcare facility as meeting the predetermined criteria or requirements for certification. Certification in an organization implies that the facility has additional technology, services or capacity that surpasses that found in facilities of a similar status. Certification can be done to a full facility or to part of the facility such a laboratory.
